Performance Contracting for City Buildings

The City of Manitou is moving forward with a local Energy Services Firm, Ennovate Corporation, to implement an Energy Performance Contract.  In April 2009 the City released an RFP for Energy Performance Contracting.  Through competitive proposal responses and interviews the City awarded Ennovate in June 2009. Ennovate immediately began the preliminary technical energy audit phase which included; interviews with City staff and facility staff, utility bill analysis, and examinations of the City facilities.  Once the preliminary recommendations were ready, Ennovate and the City worked through many working sessions to decide on the energy savings measures most desired and needed for the City.  Once a scope was decided, Ennovate and the “green team” presented this to the City Council.  City Council approved the final scope and is now working through the final contract stages. The final project will implement energy savings measures and some critical capital measures into 8 of the City’s facilities.  By implementing these measures the City is expected to save $33,135 a year in utility savings. In addition to utility savings these measures will improve many comfort issues currently existing in multiple facilities, provide improved lighting and air quality, and standardize equipment.
